Timeline of Events

Our research uncovered the following timeline of events surrounding the land purchases, HB 5685, and the gradual public awareness of the TexasLand USA project — leading up to CDWC’s first direct meeting with representatives from TexasLand USA in July 2024.

March 20, 2025

By law, notice must be published at least 30 days before introduction of a local law in the Texas Legislature -  in a newspaper published in the affected county.

Citizens slowly became aware of HB 5685 and alerted the community about the TexasLand project and the associated bill - phone calls, emails, Facebook campaign, petitions and public protests organized.

Citizens in Defense of Waller County presentation to Commissioners Court. 

June 29, 2025

Judge Duhon welcomed the idea of hosting a public workshop with Lizzy McGee at Commissioners Court, proposed potential dates, and agreed to follow up if needed.

July 2, 2025

With Commissioners Court support secured, CDWC sent an invitation to TexasLand USA and Lizzy McGee to participate in a public workshop.

July 7 - 24, 2025

Lizzy McGee declined CDWC’s public workshop invitation twice, favoring a small-group format instead. While CDWC continued to stress the need for broader public engagement, we ultimately agreed to a limited meeting to open dialogue. The meeting took place on July 24 at Hegemeyer Realty & Associates, with participation limited to five CDWC representatives at her request.

August 4 - 5, 2025

In just one week, 279 Waller County residents co-signed a formal letter demanding transparency, public hearings, and accountability. The letter was emailed on August 4 and sent the next day in five identical FedEx packages (about 200 pages total) to TCEQ’s headquarters and district offices, Senator Lois Kolkhorst, Senator Joan Huffman, and Representative Stan Kitzman. With this action, citizen concerns are now part of the official record.
