This timeline tracks the known development of TexasLand USA and related district activity using dated public records, meeting materials, filings, and official correspondence. It is intended to help readers follow how the proposal moved from legislative efforts, district filings, and regulatory review.

March 20, 2025

A legal notice of intent to introduce special district legislation connected to the TexasLand proposal appears in the Houston Chronicle.


Texas law requires such notice to be published at least 30 days before a local bill is introduced in the Legislature, in a newspaper published in the affected county.

March 30, 2025

Per Waller County Appraisal District records, 22581 FM 1887 (104.2 acres) is sold to Tango Lima Bravo Oscar LLC. Texas Secretary of State records list Hugh Edward McGee III as manager.


This purchase occurred approximately three weeks before HB 5685 was filed in the Texas Legislature.

April 22, 2025

Rep. Stan Kitzman filed HB 5685 for the formation of Waller County Improvement District No. 3.

May 8, 2025

Citizens slowly became aware of HB 5685 and alerted the community about the TexasLand project and the associated bill - phone calls, emails, Facebook campaign, petitions and public protests organized. 

May 12, 2025

Per Waller County Appraisal District, sale of 41087 FM 3346 (37.99 AC) and 22811 FM 1887 (87 AC) to Tango Lima Bravo Oscar LLC.


These purchases occurred while HB 5685 was still pending in the Legislature.

May 15, 2025

July 7 - 24, 2025

Lizzy McGee declined CDWC’s public workshop invitation twice, favoring a small-group format instead. While CDWC continued to stress the need for broader public engagement, we ultimately agreed to a limited meeting to open dialogue. The meeting took place on July 24 at Hegemeyer Realty & Associates, with participation limited to five CDWC representatives at her request.

December 18, 2025

Tango Lima Bravo Oscar LLC files a petition with the Texas Commission on Environmental Quality (TCEQ) seeking creation of the Brazos River Improvement District initiating the state regulatory review process for the proposed development.

January 13, 2026

The TCEQ issues a Notice of District Petition for the proposed Brazos River Improvement District.


The proposed district would provide infrastructure authority similar to the earlier district contemplated under HB 5685.


The petition proposes approximately $21.5 million in infrastructure improvements, including water, wastewater, drainage, and road systems.

February 6, 2026

Notice of the Brazos River Improvement District application is published in the Houston Business Journal.


Texas law requires public notice of such applications. The notice appeared in a regional business publication rather than in a Waller County newspaper.


Public notices are typically published within classified legal notice sections alongside many unrelated filings, which can make them easy to overlook unless a reader is specifically searching for them.

Deadline for public comments in response to the Notice of Receipt of Application (NORI) issued by the Texas Commission on Environmental Quality.


As of June 2026, the proposed Brazos River Improvement District application remains under review by TCEQ.
