What is TexasLand USA?
TexasLand USA is a proposed Texas-themed entertainment development planned for approximately 227 acres in rural Waller County, four miles south of Hempstead near FM 1887 and FM 3346.
Plans have included a choreographed rodeo, amusement rides, retail, educational exhibits, food facilities, a splash pad, and a hotel.
Where Is It Proposed?
The site is located in an unincorporated, predominantly rural and agricultural area of Waller County, east of the Brazos River and approximately four miles south of Hempstead. The property sits at the southwest corner of FM 3346 and FM 1887 and consists of three assembled parcels totaling approximately 227 acres.
How Large Is the Proposal?
TexasLand USA has presented different attendance projections at different times. Materials included with its TCEQ district application referenced approximately 2 million visitors annually, while representatives told CDWC during a July 24, 2025 meeting that they anticipated approximately 1.1 million visitors annually, or roughly 5,000 visitors per operating day.
Regardless of which projection ultimately applies, the proposal contemplates a major destination development in a predominantly rural area served by two-lane farm-to-market roads.
Why Is the Community Involved?
Many nearby residents first learned of the proposal after planning and governmental discussions were already underway. The scale of the proposal has raised questions about whether existing rural roads, water and wastewater infrastructure, drainage, emergency services, and other public infrastructure can support development of this intensity.
Since then, community members have sought more information about the proposal's scale, infrastructure requirements, environmental impacts, financing, and use of governmental district authority.
Citizens in Defense of Waller County was formed to help residents understand these issues, participate in the public process, and advocate for thorough and transparent review.
Where Does the Proposal Stand Today?
The proposal continues to move through regulatory review, including a pending application before the Texas Commission on Environmental Quality to create the Brazos River Improvement District.
