Citizens in Defense of Waller County didn't begin as an organization. It began with neighbors asking questions.
What started as concern over a proposed theme park quickly became an exercise in citizenship. We learned how Texas government works, studied public records, met with elected officials and agency staff, and discovered that informed communities can play an important role in shaping their future.
This is the story of the place, the people, and the journey that brought us here.

Our story didn't begin with a permit application. It began with understanding what was already here.
As we learned more about this landscape, we realized this wasn't simply another development site. It was a place with deep roots in the story of Texas.
For generations, families have farmed, ranched, and cared for this land. That realization shaped everything that followed.
No one planned to become an expert on environmental permitting, special districts, or Texas public policy.
We were neighbors with different backgrounds who cared deeply about Waller County. As questions grew, so did our determination to understand the facts and help others understand them too.
What united us was a shared belief that caring for a place also means showing up for it.
What followed became an extraordinary exercise in citizenship.
Residents attended meetings, submitted public comments, researched public records, met with elected officials and agency staff, created educational resources, organized neighbors, raised funds, and prepared for the next stages of the regulatory process.
Along the way, we learned that meaningful public participation requires far more than simply showing up. It takes time, persistence, and a willingness to learn.
Today, Citizens in Defense of Waller County stands as a result of that effort.
No one could do everything. But everyone could do something.
The story is still being written.
Today, Citizens in Defense of Waller County continues to educate, inform, and advocate while preparing for the next phase of the public process.
Whatever the outcome, we hope this story reminds others that engaged citizens can make a difference when they are willing to learn, participate, and work together.
