TexasLand USA is seeking approval to create the Brazos River Improvement District (BRID), a proposed governmental district connected to its theme park development south of Hempstead.
Why does the district matter? The proposed BRID would create a governmental entity with authority connected to financing and providing infrastructure for the development.
The petition to create BRID is now moving through the contested case hearing process before the State Office of Administrative Hearings (SOAH), where evidence and expert testimony can be examined before a final decision is made.
✓ Public Participation & TCEQ Review
Hundreds of residents and landowners participated in the TCEQ process through public comments and requests for a contested case hearing.
On August 26, 2026, the TCEQ Commissioners considered the hearing requests and granted a contested case hearing, referring the proposed district to SOAH.
▶ Current phase: Preparing for SOAH
The contested case hearing process is underway. The preliminary hearing is scheduled for November 5, and CDWC is working with legal counsel to prepare for the next phase.
📍SOAH Hearing Process
The case will proceed before an Administrative Law Judge, with the parties presenting evidence and expert testimony during the hearing process, including at a hearing on the merits.
🏛 TCEQ Final Decision
Following the hearing process, the Administrative Law Judge will issue a Proposal for Decision, and the case will return to the TCEQ Commissioners for the final agency decision.
